Criticism aside, I must say that it’s kind of the government to remind the terrorist community to dispose of its waste out of public view. You wouldn’t think they need reminding, but you can't be too careful.

It is a bit ambiguous, Jason, but I think the poster is trying to imply that the bin actually belongs to Bob Jihad, who has put his empties out in them after finishing off his dirty bomb; not that, if you carelessly chuck away your bottles of CHEMICALS, Bob the Dumpster-Diving Jihadi will come along and use them to make a bomb with.
