Until earlier this month, McChrystal lacked operational control over the Marines, which would have allowed him to move them to other parts of the country. That power rested with a three-star Marine general at the U.S. Central Command.
Amazing. Forget a unified coalition command, there isn't even a unified US command. This is one to remember the next time the US starts complaining about the German ROEs not letting them patrol aggressively.
