Not just senior communists. The 'Three Highs' orchestra also has an ex taikonaut on the trombone: he slides that thing against a rocking accordion section consisting of the apparat's top ethnic Mongolian and the Party Secretary of Shanghai.
I have to admit I don't quite get this one. I can have a few guesses, but I can't quite see how you can argue there's enough nominal value in poetry to generate a tax write off.

And if they're arguing that the losses generated on selling the book are from a trade with a view to profit, since when has poetry been profitable?
