I don't see why sending more troops would need local government permission. I mean if the UK Army just rock up what are they going to do?

The end of the illusion is near I feel in the South. It feels like a phony war where both sides have been positioning themselves for stage 2 and the other side seems to have played a better hand. I am not saying there will be a full scale conflict, but its hard to believe the low intensity one won't increase.

Launch "insurgency two - the Shi'a kick ass." Remember when that officer said that it would only take a mass demonstration of angry Iraqis asking them to leave and they'd have to go? It's not happening in that way right now, but the message is the same.
