As a caveat, this was translated from the United Daily News, a Taiwanese paper not exactly friendly to the DPP government.
Well, I may be slow on the uptake, but who do you suppose that he has in mind?

I don't know either, but there are only 21 to choose from. My guess is the boss of some tiny pacific island state.
